What is a General
Plan?
State law requires each city and county to adopt a General Plan
“for the physical development of the county or city, and any land
outside its boundaries which bears relation to its planning.” The
General Plan is the document that establishes policies, goals, and
programs for the long-term physical development of our community and
provides the City’s “ground rules” for development activity.
Why
update the General Plan?
Carmel’s General Plan contains nine elements
(chapters). Four of these were recently updated as part of the
Local Coastal Program. The remaining elements have not been
updated for more than a decade. By state law, the General Plan
must be updated periodically to reflect the changing needs of the
community.
Today the City faces new challenges and opportunities
that the current plan does not address. As the City moves into
the future it will need to have a plan to guide decisions and programs.
To
be effective, the General Plan must reflect the needs and desires
of the community. That is why it is so important for citizens
to be involved.
What is the purpose of this website?
The website
is designed to keep Carmel’s residents, employees and business community
informed about the status and activities involving the General Plan.
The website features background information about the General Plan,
a calendar of events including community workshops and provides technical
documents related to the project. It will be updated regularly
with new information.
